#102 Remove illyse-specific ip addresses fixture

Today, I followed the README : > python manage.py loaddata offers ip_pool # skip this if you don't use PostgreSQL That loads, the illyse IP blocks, it's illyse-specific, to be removed as IMHO it's not a required step to get things up and running :)
