Fix bug in ldapdb by adding a GLOBAL_OPTIONS config parameter for ldap backend in order to define ldap.OPT_X_TLS_REQUIRE_CERT: ldap.OPT_X_TLS_NEVER which doesn't work in CONNECTION_OPTIONS
