[jreed-docs] catch up on some edits and TODO

I had this in a different branch but it was far behind master.
So I removed it and do this again.

    [jreed-docs] add a TODO comment (need to document botan dependency)

    [jreed-docs] add a todo; regen .8 manual

    forgot to regenerate a manual
    add a comment of something needed to be clarified
