configure: conditionally add AM_SILENT_RULES

Use AM_SILENT_RULES if your automake is new enough (1.11 or later, IIRC)

To see non-abbreviated compilation commands, pass in V=1
as documented in the "Optional Features" section of the help output of
configure.
